Moraly wrong indeed, but less likely to be able to do something about it unless you dedicate your time on spreading the word about it and targeting that user everywhere on the web. Not worth it imo. If that user keeps doing this he'll only go downhill from now on. Traffic comes and goes as fast as it came when things are fishy.
