It's possible they are using a phone and not close to their PC to activate the game or maybe in a workplace where steam client can't be accesssed. Also they have seven days to activate the game they win.

Dude, some of them ended only 10 minutes ago. Winners have 7 days to activate their wins. You should wait a few days (and probably every one of them is going to mark it as received by then).

And even if they are online, that just means online in steam - they could be playing a game, not checking the website for hours.

Some people leave their steam/steamgifts site online while they go out. Or some are just asses that never mark and will regift.
