It's not really a Uplay issue. As Movac has pointed out, you got scammed on G2A. When you buy a Uplay game on Steam and activate it, you will also get a Uplay key that you also need to activate in order to play(double DRM crap). In your case, the seller only gave you the Uplay key, which is useless since you don't have the steam copy associated with it.
