Hey, I don't know if you've messed with the new region lock settings, but you can actually take Japan off the list of valid countries if you need to. Might be safer than just saying "can't be redeemed in Japan."

Yeah, I know about these settings, but sometimes such keys do work after all (I had such situation once and my buddy too), it's also possible that gifting games directly via Steam would work if the key bought elsewhere is not working. Or maybe you'll win and there will be no problem to worry about ;)
