It also largely depends on the servers you are playing in. Some servers cannot handle the game at a stable fps.
That, and settings dont do much to the fps. At all. (probably because this game is largely CPU-Bound). My brother has better performance in high than in low, for some reason, lol.

arma 3 (like all arma games) will need serious piece of processor (no XY cores, but with serious RAW performance).
If you guys think that it will be "optimized" better in final release, I think not. Because in this moment so much things are missing or will be improved.
Btw, I think that optimization is really great, it goes approximately same as arma 2, and third is huge step forward

Be aware that the main fps killer on arma is the draw distance, try to change the distance and try new settings.
And about the optimization it will come, some bad hardware are having better perfomance than really nice ones, btw im not having any issues regarding fps, if you want to i could post my settings

So I'm getting around 20 FPS on my desktop in Arma 3 on the lowest settings when I join servers.
I run everything either low or disabled at 1280 X 1024 x 32
Computer Specs
AMD A8-3870K at 3.0GHZ
Radeon HD 6870 1gb stock
2x 4GB AMD Entertainment Edition 1336 Memory
MSI A75A-G35 MOBO
680W PSU
I have a good desktop so it is definitively not my computer
I heard some where that you can find a config file for Arma 3 and change the amount of Cores the game is using to the amount you actually have, but I can't find it again :/
