It only shows that some countries are having different subids. It has no relationship with region locks. It could be easily related to adding for example - additional languages or exclusive dlcs for some countries.
The only way to check for locks is to check subid number from "Add to Cart" step in CDR - for example http://steamdb.info/sub/27195/ (Grid 2 in Russia)
Its NOT region locked, but "PurchaseRestrictedCountries YES" usually means that gift is purchasable only in selected countries and most likely NOT AVAILABLE TO BE BOUGHT AS GIFT. (Only "Buy for myself" option is available)
Another example, TESV Skyrim in Ru Store - http://steamdb.info/sub/28188/ - it is region locked, because you can run it only in CIS - "onlyallowrunincountries LONG LIST of CIS countries".

This will be a quick guide/tutorial on how to check if a game on the Steam Store is region locked (You can only play the game in the country you bought it). This is a great way to save money on Steam games. As the US store is generally more cheaper than others, and then you can be gifted the game.
Open regional Steam storefront with the url:
http://store.steampowered.com/?cc=uk
With the 'cc' parameter that set region store you want to browse
us - USA
ru - Russia
uk - UK
fr - France
de - Germany
au - Australia etc. Just google 'Steam [country]' for your country.
Click on the game you want to check and position the cursor over "Add to Cart" button
Look at browser status bar in the bottom right (Google Chrome). You will see something like this -

This is for GTA IV
Write down this number and repeat from step one but with different cc parameter.
Compare the numbers you written down with different countries.
Different number means that regional stores sell different version, which may be region locked or have a different version of the game.
If you see same numbers for several EU countries and different number for Russian store then that game is region locked to Russia.
Same numbers for all stores - RoW
Examples:
CS:GO - 16222 - same for all countries
Grand Theft Auto IV - 1222 same for all countries
Fallout New Vegas - Ru=6443, EU=6442, US=6442, AU=6445
