Except most of them are jews now and check your local steam price and mark up their prices for you (So it's only like $5-10 cheaper than buying from Steam)

There is not a real clue about this, someone said that you can get banned if you use a VPN to activate a serial key, but in other hand there's a lot of people who did that and never had a problem with it

I suggest you not to buy key, but ask russian guys to send you a gift through steam. It's not forbidden.
Russian keys sometimes region locked and few games (for example Fallout NV) can't use worldwide DLC with russian version of base game.
Whit gift you receive worldwide version of game, as i know.
