So today I won Blades of Time, which I couldn't use because according to the gifter it was America locked. After talking to the gifter I've decided not to report him or anything like that since he apologized and didn't mean to do such a thing.

Since I can't use it, I might as well give it away.
First one to reply will get the code.

Sorry Ericaltm if I disappointed you now. I saw no harm in giving away I game I can't even use because of region restricitions , but I'm not going to risk a ban because of it...
Even though I feel kinda guilty because I just talked to GA who didn't mean all of this I'll probably just have to Mark as Not Received. Hope he doesn't get banned though...

You will break the rules if you mark as received and give it away (you won't activate it on your account)

But GA creator can write to support to delete his/her's GA.

I think this qualifies as "re-gifting", which is not allowed. You should give the code back. The guy that created the GA will have that GA deleted and we're back to square one. :)

Its pretty complicated because of the rules.. he is doing a giveaway but he isnt gaining steamgift value because he isnt hosting one.. so yea i actually dont know..

Problem is he did receive it, but rules require him to activate it.
Which is why region-locked games are not allowed.
The correct way to deal with this is canceling the original GA and returning the code to the original gifter.

So it helps to actually read. I missed the part about him winning it here. Sorry.

I would email the original GA creator and tell him that you can't use the game. He can then go into the GA, and click the "Choose a Different Winner" button. SG will automatically pick someone else to win.

Problem is - you can't create GA with region locked game. And OP wrote that key is region locked for USA.

As far as rules are concerned, you still haven't received the game you won. You have received an unrelated key for the US version of the same game, but it's not the one you won. Technically, you are free to do whatever you like with the key -- the nice thing to do would be to return it to sender without giving it to anyone else, but that's something not covered by SG rules. As per SG rules, you wait your 7 days, and if you don't receive the game in a form you can activate, then "not received".

This is what I'm going to do. I have contacted the gifter to notify him about the situation so he has time to fix it by either giving me a non region restricted version or by calling in the help from support to deal with this situation.

If he can't give me the game, a mark as not received it is...
