It means that the user doe not have the game it belongs to. SGTools does have an issue with these and has a hard time checking these.

well, they have the base game, but it still say they dont have it, its the issue.. i gave away 10 copys of the base game, and all 10 people, say its saying "missing base game" when trying to enter the GA for the dlcs for the game.

Or steam ist still learning about the game and therefore it is not registering as owned by people. Happens sometimes. Not much you can do about that.

I'm not quiet sure, if its a bug or not, havent heard anything from the support.. i've made a giveaway for some dlc's for a game, but when people with the game try to enter, it just say "missing base game"
is there any fix for that?
the people have tried to sync their accounts, but it still say they need the base game
