Declining a Steam gift

If I decline a gift, can the gift sender add the game to his/her own library, instead of just sending it to someone else? No guesses, please, I need to know for certain before I decline the gift.

If the giveaway is closed yes.
If the giveaway is rerolled of course not.

Yes. I do it all the time for games I buy on sale and was not sure whether to keep or give away. But some I decided to keep, and add to my account. Still have a few in limbo...

Yes. In fact, they can do so at any time before the gift is redeemed, whether or not they've sent the link out.
