So everything is based on the top 10 users? seems like a strange system. I would of went with a percentage of the community so all the levels were in direct competition. You leveling sort of means someone else deleveling. Instead of only the top 10 mattering you maybe you see massive fluctuations when one single user, if he is one of these 10 people, changes.

Until last week, the plan was to remove it completely. But people still wanted a way to reward the gifters who cintribute to the ongoing success of the site so another system is being looked into. Juts follow LegendaryCheese's link for more information.

It's not about e-peen but about rewarding people who contribute to the site and make it's continued existence possible. Although I'd be happy to have 3 options when making a giveaway: "Everyone", "Contributors", "Non-bundle contributors"
Whatever system they come up with, people will try to game it. It's inevitable. They can only try to minimize the ways it can be abused.

I've never really understood all the harsh regulation and importance of CV anyway. A rather meaningless number, which at least makes those who share feel a bit like they're going somewhere?
But removing it completely? So, the new site would be like: "Give stuff, but not the cheap stuff, and you get ... nothing!" For new people, that's a pass. Honestly, I had to be pissed drunk to make myself to give the first game even with the current setting. And I still feel like I'm a complete idiot when creating giveaways. ;) Especially when creating giveaways for steam gifts that have been in bundles, which I probably wouldn't be doing, if would bother to check what's been there and what's not, but too many have to be worth it anyway.
Generally, I find it somewhat tragicomic, that giving has become a problem first of all. :D Shouldn't that be encouraged further?

Is the giveaway on Steamgifts 2 fakes right now?
Is our CV transferable example if we have $1 CV in Steamgifts we will start at LV 1 on Steamgifts 2?

Yes all giveaways on SG2 are fake right now.
Once SG2 beta is over and if they feel its ready to go live, they will convert all SG1 profiles over to SG2.
That means that you will keep the CV you have at the point of the conversion. The level you are at is based on the amount of CV you have, so you will still get CV for your giveaways, but it will convert over to levels.
Its still not set in stone, its still being worked on and could all be scrapped tomorrow, or it could end up that everything went smooth and everyone is more or less happy with how things are working. But don't count on it. I believe we're gonna to be beta testing for a while.

Cant wait for the opening of SGv2. Well, I cant wait to get a surprise invite for beta to see stuff but I'm 100% sure that I wont get one xd (just like with Heroes of the Storm, I'm waiting, and waiting, and all I can do is wait for open beta)

Levels are a bit more complicated than that. The current score on SGv2 is based on the top 10 beta-testers there. After the conversion, it will be figured on the top 10 people on here. So, the level numbers are likely to change. Secondarily, all bundle games will be worth 0. You'll keep your giveaways list and cv, but your level cv is figured separately from total cv, and thus level cv may have all bundle game value deleted.
Current cv might be grandfathered in for everyone and bundle games become cvless from that day on, but it's not something to count on.

But it also discourages me from giving away bundle games, since a value of 0 generally translates in people's minds to worthless. And worthless means unwanted. So, by making bundle games 0 and all other games full worth, it's subtextually saying "we don't want bundle games here". And maybe that's what people will want the site to say, in the end.
And, what's more, as UltraTaber noted, a level system is, by definition, a class-based system. There will be 11 different classes of people, with a constantly increasing level total to maintain your class. Once classes are established, that encourages class behavior. So, class behavior and a constant need to spend money to maintain your given class. That's handing two new advantages to the well-heeled over the current system.

The level system is almost no different than the CV system (in terms of class-based systems), just simplified. So in that respect, there is almost no difference aside from how value is gained.
There has, however, been a lot of debate whether or not bundled games should be valued at all, be it $1 per bundled game, or 10%, etc. In the end, it really doesn't matter since the leveling system will just scale everything up, so those that only give away bundled games will STILL be at the bottom tier, and it will just push the people with higher levels even further up.
I personally don't look at it as discouragement from giving away bundled games. They have value within themselves. But instead of giving away something for gain, you give it away for others' enjoyment.

Numerically-speaking, there is almost no difference, true. But psychologically-speaking, there is a huge difference in how people react to levels. The way people react to levels, especially in a social environment, is one of the main reasons why so many P2W games use levels. Social levels encourage a certain type of behavior, particularly in those who are susceptible to it.
The addiction aspect is well-documented. But there are other factors, and that includes social class identification. Once one is slapped with a label in a social setting, say the label of Level 3, one tends to identify with that label. "I am Level 3, which is superior to those who are Level 2, and far above those Level 0 peasants." And having identified with Level 3, one is much more likely to associate with those of Level 3. In the case of Steamgifts, that becomes being much more likely to exclusively give to those in your social class and above.

People keep saying it won't matter at steam gifts 2. Can someone explain if CV is being reset, or CV only giveaways are being removed?
