Never played the first two games, didn't finish the third one, still having lots of fun with this one. I'd say...yes.

I did try to play SR 2, but the cars effectively controlled LIKE ASS. Probably the worst port EVER...it was unplayable for me. And in SR 3 I ran over a bug at that mission where I was falling with elevator that had a fat guy on top which I had to shoot. And no matter how much I shot him, I always failed cause he'd never get blown off. So I quit.

SR 2 is no more than a bad GTA knock off, SR3 beats the shit out of it :D. And let´s not even start with how amazingly terrible the port is.

Yes, you can safely skip SRIV, and I recommend you do, I've not played it on PC but I pre-ordered 3 (Smooth Criminal Edition) and bought 4 from O/S (the Aussie version was censored) both on PS3 and I'm still pissed about wasting my money on #4. It COMPLETELY destroyed everything they built in #3.
Oh, you asked if you can skip TO #4...my bad...

the first does not come with the franchise pack. OP just buy part 4 and enjoy.

I'm looking to buy Saints Row IV GOTC instead of the franchise pack because I know I wouldn't have the time to play the entire package.
But I want to know if playing the previous installments are necessary to understand the story line/character.
