it's obvious that he wants his friend to download the games, put them on some kind of USB and give it to him, so he just has to activate them.
But to answer your question: no. At least not official. It depends on your countries law if it is illegal to download a game from an unofficial site (e.g. torrent it) when you have bought the game (or the key). I dont motivate you to do this, but your friend could download a game from torrent and you could activate it by using your key and not the crack (which would be illegal, at least in most countries).

But be aware, torrenting games (even if you have the key or bought the game) is illegal in some countries.

You can ask your friend if you can take your computer to your friends work, log into Steam and download the games, and then take your computer back home. Or give him your computer with Steam logged in already, so you don't have to give him the account name and password.

Other than that I can't really think of anything you could do.
