Each profile has multiple type of URLs to it.
You have a 16 chracter long that absolutely defines your profile
But you can modify it to suit your personal needs. For example for me both http://steamcommunity.com/id/adam1224/ (custom), and the original http://steamrep.com/profiles/76561198025823574 works, and it's both me. Similar with the scammer. I'm really sorry for you being scammed like that - I just wanted to point out to the previous commenter that the scammer's name is ridiculous, but url is even more.
And please, for your own sake, delete his url as it's aginst the site's rules and you'll get suspended. Report him at steamrep / at steam if you have proof for the scam, you don't need to do anything else.

To be honest I don't know either as never came across with scammers (lucky me) - but I found the forum of Steamrep here: http://forums.steamrep.com/forums/report/ I think registering (maybe can be done with linking steam as well) is required to post there. Make so to get proof, screenshots, if you have, it's required to actually ban someone.

- If he has "SR scammer on his profile" don't trade. Go to point 6.
- Check his sg profile and if he has lots of negative rep on Sg, don't trade. Go to point 6.
- If the sg profile linked on his steam page is not the same you get with following the enhanched steam link, don't trade. Go to point 6.
- Realize you might be scammed anyway. Decide if you want to take the risk. If yes, go to point 7. If not go to point 6.
- Look for a better trader. Return to point 2.
- Trade.

If you just bought the game the guy stole from you, you may revoke it, depending on the store you bought it from. If it's from a user trade, then there's nothing you can do :-(
