What exactly are "Pinned Giveaways"

As the title said, what exactly are Pinned Giveaways? Are they just chosen at random? Or are they made by SG staffs? What's the deal here...

EDIT : ok I think I get what you're talking about, it's usually mass giveaways by developers or things like that
