You are getting bad rep because you shouldn't be asking anything in return for offering a game, in this case it's more of a "trade" than a giveaway.
I am truly wondering why people use copy pasted note on giveaways, obliging a generic "thanks" or any kind or request. It's superficial and phony. If you are genuinely looking to exchange a few words, better use the forums (at sg or any other decent forum).

Look, I'm not the only one who's doing that. Feel free to feel offended, I don't care. Every gifter has the right to make their own rules. If it costs a comment, then you should respect that, phony or not. Not gonna argue about it. I'm not going to deliver, unless the support specifically instructs me to do so.

Actually no, every gifter does not have the right to make their own rules. Rules can be made for private/group giveaways, with prior moderator approval. Public giveaways can't have rules/requirements of any kind. I assume you've got that approval, however, with all the fuss you're kicking up.
I personally don't see why anyone would need to make giveaway restrictions. If they want to limit who may enter, making invite only steam group, with all the silly rules & requirements you want, would be the way to go. Then again, I also find the whole trend on here towards copy & pasted emotionless thanking to be rather odd too. I give heartfelt thanks if I've won a giveaway, but other then that I like to think my own giveaways are my way of saying thank you.

just be patient, the mods are doing the best they can in their spare time. I know way back when, when loko was the only real active mod, he told me I could bump my ticket, he said it would have gotten answered sooner but it had been buried under other tickets and he didn't notice it. I'm not sure how the current mod staff run the ship and whether that's a possibility, but it probably wouldn't hurt to put a friendly bump on your ticket every week or two (current mods, feel free to correct me if I'm wrong)

I think that rules on any giveaway type shouldn't be allowed. This is a games gifting site and giving away games should be done out of the goodness of your heart. This isn't Facebook. If you want attention, you're in the wrong place. Just a glance at your ticket, I think I know how support must feel.

Rules are allowed though, for various reasons. They can be to block people who have broken site rules in the past, people who win more than they gift, to block people who never chat on the site, to ensure that the game goes to someone more likely to play it, etc.

Sounds like Facebook giveaways. Those types of elitist rules restricts winners. If these fascist-like rules are allowed in a giveaway site, it's no longer a giveaway site. I agree to ban accounts for creating multiple fake giveaways, but that's it.

There is nothing wrong with it. People are giving stuff, and if they choose to limit the people it can go to for whatever reason, that is their choice. Its nice of you to do publics only, but even you impose limits with CV.

I actually do a lot of no CV giveaways myself, though most of them are also private forum links, rather than full public. I rarely use other rules myself, except the occasional use of a blacklist (when I remember), but some of the custom rules I've seen in the past have made sense. I actually created a private group based on one of those rules.

Various rule breaking gets into my blacklist. Non activation of wins, regifting, referral users, fake giveaway groups to exploit for CV, stuff like that.

While the fake group stuff can get a permanent ban, the rest get a suspension but are allowed to return after a week or so in most cases.
I'll blacklist them rather than give them anything I've paid for.

Not sure if this is worse than the scammer report I've posted a month ago, still no answer (and I'm not alone with this).
The only reason I'm mad because this might result in a bad rep. If you can't keep a system rolling smooth, the rules are just an unnecessary string of letters, nothing more.
