Take the time to read the rules (FAQ, guidelines) carefully, to avoid rookie mistakes.
For your question: You can see here that there are no open giveaways for the game, and that most of the old ones were for closed groups or invite only giveaways. Take a look here to see what are typical requirements for groups.
In general you most likely will not win for quite some time. If you create giveaways you will earn "CV" and level up. High level giveaways have fewer entries, so your chance to win is higher.

I totally get that. My life is generally rather monotonous and I tend to always lean towards negativity/skepticism/cynicism as a default approach which means I rather often come off way worse than I would like to. I try to promote nice behavior whenever I see it sort of as a countermeasure to my usually awful and petty self.

People will buy gifts from their own money, sometimes there will be no gifts of a specific game.
There is not some magic well with infinite giveaways and games if that's what you are thinking.

Go to the giveaways and search for Resident Evil 4.
But there are currently no giveaways for the game.
This is also a nice forum were people giveaway games because they like to make someone happy.
Most here don't really like leechers.
Not saying that you are one, cause you only just registered.
Winning a particular game you've set your heart on is very hard, just saying......

One the main page (where you see a bunch of giveaways), enter "resident" (or "resident evil 4") in the Search box. It should return all public giveaways with the word resident. Here's the link. It turns out there aren't any currently open public giveaways. It's relatively rare at this point...if it gets rebundled you'll see lots of giveaways for it.
In the meantime, if you think you might be sticking around for a while, you should probably read the FAQ and Guidelines.

You should read FAQ and Guidelines to understand how this site works; feel free to ask any question after that, but please, only after. Use "search" field to look for certain games (obviously). And keep in mind that even if you find giveaways for the desired game, your chances of winning would be pretty slim.

I've been here awhile, and really, you're lucky to even see a game like Resident Evil 4 unless it happens to get bundled. It may pop up now and then but a good habit to have is always be aware of what is on your Wishlist on Steam, which you can click the Wishlish tab on the homepage and always be syncing up your account so it filters games you already may have accordingly. And welcome to the site!
