Well, Nuuvem used to sell ROW keys, but idk if it sells only with region lock nowadays. since the black friday they are using some protection about it

The discussion here mentions some but most have individual posts on Reddit of people checking them ex of one of those threads. There is no full list because devs are changing their opinion about it and the stock of nuuvem is changing as well

As for vpns that you should use, stick to tunnelbear or flyvpn. Both work pretty good. I stick with flyvpn just because... I don't really know why. Just avoid Hola. Set your region to Brazil and enjoy the Brazilian R

NZ seems to have cheaper ROW gifts than the US, from what I've seen, but that's the only other ROW country I have friends in, I think :X

The cheapest ROW region varies from game to game. Could be Canada, Japan, New Zealand, Norway or even GB. You could figure out where the game is cheapest by checking its SteamDB page.

New Zealand and Norway are competing for this spot, Japan is only for Western publishers and, strangely, for a lot of indie games.
There are a few oddities here and there though. If you want a specific game, just hit up steamprices.com and add in all the ROW regions to see the current best price.
But I have to add one thing: region-restricted games cannot be activated in the banned regions, ever, no matter what version you try to add. If it is officially banned in that country, Steam will reject all attempts adding even ROW gifts/keys.

So, where is the chepest ROW gift ? Canada or any country ?
