Honestly, I'd be surprised if there was a major Winter sale, but you never know

Well, what people have been saying is the same deals happening now will happen during the winter sale. Although, wouldn't be surprised to see if certain things are different when the winter sales happen.

The discounts won't change. If you see it here, on the daily deal or whatever for a big discount it will be only up to that discount during the holiday sale, no more. Now, I'd keep in mind this is a really short sale. If you don't see a game you really want on the daily deal or flash sale, I'd wait it out. It could be they just didn't have time to put it on a daily or flash sale, but since the holiday sale is a lot longer, it could get a bigger discount then.

There was a mail from Steam to game publishers that got leaked about 1 month or 2 ago about Autumn/Winter sale, saying that the discount rate between the 2 sales will be the same due to events happen too close to each other. So don't expect much at Winter sale from Steam store, although other sites like Amazon will definitely give out better deals at Winter.
