People is some countries have less income (Maybe less than $5000 in a year) They can't buy a game in full price, That's a benefit for both game publishers and the players in these countries and abusing this is a kind of fraud. U may have an income of $60K in a year in country like US, and paying $60 for a game is nothing.

And what if you go to another country, let's say Japan from Europe and buy a game(region locked to Asia) there and activate it there on your laptop or something , that is completly legal, right ? If that is the case then how are they knowing if you didn't in fact visit the aforementioned country and activate it there ?

Its legal if your country on moment of activation is matched key region. Probably Steam got ways to detect it, specifically in terms of service there is whole paragraph about VPN and its forbidden. Of course, there is many game collectors who activate games through VPN and claim that you safe from VAC ban but for me its just not worth a risk.

If you know what it is your should really not call it a VAC ban then because you do nothing but contribute to more confusion as to what a VAC ban actually is. You would probably just get your account locked for that.

in my country (north Africa) ,our income for an BTS grad ,its around 400$/month and even with that there is no region lock when i try to buy video game from steam
steam is racist against Africans that's the only thing i know ,its not about being kind and help poor poeple ,but its all comercial advertisment ,russia and turk and asia have bellions of people ,ok lets make the games cheap there ,why , they have alot of people that mean even if the price if low there is alot of buyers ,its like 2x30$=60$ ,while at the same time they advertising being kind ,its win/win for them
enjoy your life while you live in a developed country people arround the world suffer more than just 30$ of video game ,valve will sooner or later fall

Dude, i live in Romania and here the prices are the same as Germany for every game except that our minimum income in about 300$ and if you finished College and have at least 1 year experience it's 335$. Imagine spending 60$ aka 1/5 of your MONTHLY salary to get a f0cking game !

This is how things use to be.....YEARS ago.
I was lucky enough to make a tonne of money/ games doing it, other mates of mine were not so lucky.
They followed a guide and program I customised for them and 3 of them were suspensed and had to show steam remorse and promise it wont happen again. AND tha was before all the vpn to play they added.
But their are far to many region locks know, needing vpn to activate AND vpn to play.
Not worth the effort or the risk to anyone.

Well, there are 2 possible locks - activation lock and run lock.
Activation lock prevents the key from being activated inclusively or exclusively in some countries.
Run lock prevents the game from being played inclusively or exclusively in some countries, but it will lose effect after 90 days the game is on your account.
From my observation, keys with activation lock is more common than those with both types. So most people can just redeem the key with VPN and play it without.
Regardless, there's still a risk of getting banned if your account is seen frenquently jumping from one country to another, crossing large distance in short period of time .

Hello!
I want to discuss about one interesting thing.
I don't know maybe someone pay attention to this but a lot of games have a different prices in different countries.
Some editors wish to gain more money from all over the world (or want to share their creation to max number of gamers) but all in all for the same games guy from USA for exemple will pay 30$ when guy from CIS will pay 20$.
So what about making of a small trade market of steam games where people can speak straight one to the other to make an interesting deal for both.
What that means? By buying games from people from other region you can save a lot of money and receive official access to wished games.
+There are many great games that you can't buy anywhere. Beacause they have a region restriction.
