Pretty sure that the person who activates the pre-order gets the tf2 weapon. So if you gift it to someone and they activate it on their Steam account they will get the tf2 weapon.

Yes, if he redeems the pre-order and launches TF2, he'll get the AWPer Hand. I got gifted CS:GO, and after redeeming it, I got the AWPer Hand in TF2.
