Well both games involve puzzle solving using finite resources -- the former in 2D and the latter in 3D. Judging by screenshots, Toki Tori looks like it could be a platformer of sorts but it's really not. I would consider it a pure puzzler.
I think both are good puzzle games, but personally speaking, I found Toki Tori to be more interesting. I kind of liked the art direction and just enjoyed the puzzle mechanics and structure more. It also has more style and personality to it, whereas RUSH seemed more bland to me.
