This could be deus ex machina solution, it worked for Insurgency at least, when they did 4 pack in 1$ tier HB bundle. I'm pretty sure they've sold reasonably enough copies after that (considering they're still around and with Insurgency Sandstorm in EA), since it solved catch 22 problem of having not enough players in MP and no one buying it for the exact same reason. On the other hand, Insurgency is great game so there wasn't problem with player retention.
