From what I saw, they add there all games/packages that were available for less than 5% of its US steam store price.
So if it was -90% in steam store, but RU price is only 50% of US price, we got 5% of US price aaaaaaaaaaaaaand it's bundled. Usually retroactively after all the "while the discount was up" giveaways.

They do, anytime a game drops to 95% in US Dollars it becomes a bundle game on that date (even if it takes 3 months for them to add it). Even without the coupon, it would have been a bundle game today because it's less than $1.99 in the russian store. As you can see from the screenshot it's 75% off in that store but it's less than 1.99 converted to USD which is greater than 95% off.
. So the coupon doesn't really change anything.

Dude, the pricing for his region is in euros and it's cheaper where he is. Doesn't have anything to do with U.S. pricing or the coupon. It's selling cheaper outside of the U.S. It's not the OP's job to convert or figure out what the deal is for people in the U.S. Most deals are posted in USD, but that's not always the case. Just deal with it.
