Try dechiper lv1 if you can, steam verify the result (yes it's activated, but that doesn't matter now.)

Meanwhile, I tried various methods on the binary and nothing worked.
Steam confirms that I understand the reverse thing.

I have a key, but it seems there are two extra digits... I suspect they are "-" between the key parts... But then I'm all confused again.
By the way, even though I didn't solve it yet, the first part of the puzzle was VERY sly. +1 for the genius, evil, anti-ninja plan.
