The cause for lower level giveaways being less common is that lower level gifters tend to either have a poor ratio or are unfamiliar with the website, which can result in having to re-roll the giveaway. Of course, that isn't the case for everyone - But in general, people will make their giveaways with 3-4 level requirements.
