If you are looking to spend it exclusively on Steam, check the daily deals and flash sales, that way you can get the best value for your money. The sale lasts till the 3rd of January, if its not on a daily deal or flash sale, or community choice, you can always wait till the last day to get it, just bear in mind the sale could end on the third. If not, you can check Amazon and GMG deals, they also have nice Steam redeemable games

What genre of games do you like? Tell us, that would give us an idea of what to suggest.
That said, i have afew games that i liked a lot that you might be able to try out since its the winter sale:
Dragon Age Origins(its for over 16 but its a great game) - The RPG tactical pause and play type of game is very fun for me, you get to control 4 characters in battle that you can choose from after recruiting them into your party. There are different backgrounds, classes, skill sets, potions, traps or poisons that you can choose to use. The lore of the game is also pretty neat, there are stories of the game kept in journals that you can find from inspecting areas. The characters also have their own personality that you find them interesting and get attracted to them. I've done quite a few playthoughs and enjoyed it all. You can use any combinations you like, pretty much anything can beat the game, its not too punishing at all and that's why i enjoyed it. You can get the full ultimate edition game for $7.50 on a 75% discount.
Beat hazard - if you like your music and want to chill and play simple retro style fighter spaceship games it is great as the game uses the music you have to create different levels according to the beat of the music.
Patrician IV - At first i wasn't into this game but i decided to try it out anyway, even though it might crash after hours put into the game at once, but i was hooked onto the game as the trading system is very fun to play with as the prices drop and rise at certain times, different cities changes tax, and you get to build buildings at cities you invested in to get resources.

16 and under? Geez man your parents must be really uptight. Tell them to relax and enjoy some +18 stuff you're missing a ton of fantastic games. Anyway, my recommendations: Bastion, Trine and Trine 2, beautiful games with acceptable age rating for a good price.
