So if you are only giving bundle games, the max contributor value is $30 (25 + 25*0.2).

No. This guy broke the rules and was punished. People only report if there is a good reason.

Firstly, I'm not sure that's true...

I won Magicka Collection then bought and gifted two copies the same day after playing it and realising it was on sale.
I won the Railworks Haulin USA DLC and then bought and gifted a copy the same day after playing it and seeing it was on sale.
I won Nuclear Dawn and gifted the free copy I got when I redeemed it.
(I can't remember, but one or all of those three may have been before the contributor value system was implemented.)

I won Quantum Conundrum pre-order from SFK and then bought and gifted 3 copies when I got the Amazon Square Deal.

I've given 62 games and only been reported for one giveaway, as far as I know; it was an Airmech giveaway I created, before I realised they were just beta keys and I deleted it myself after being told.

Secondly...I think the whole point is that anyone can click report, but support will then look into it and determine the facts. They have more information at their disposal (I imagine) than you or I; support don't just suspend/ban people on a whim without checking the facts.

I'm hoping he'll stop with his tantrum in support with his multiple tickets and come around to his senses soon. If not then that would add inappropriate behavior to his record here :(
