High-Tech DLC or a Pricing Disaster? You decide.
Mass Transit is an essential DLC. Industries is nice if you want to dive deeper into production, but no must.
I assume that you already got Green Cities when it was given away for free recently. If you missed Green Cities or want more capitalism, go for it. Otherwise just buy Mass Transit when it's on sale.

Golwar probably mixed that up because they recently gave away Green Cities on console. I started playing last week and so far even at the early stages of my cities I'm beginning to wonder how you're supposed to keep pollution in check without it ':D

This makes Tier 3 more enticing for me but $18 is still daunting for just dlcs since I already own the base game.

Yeah, I'm on the fence myself. Pretty sure I have at least one key for the base game from an old Paradox or Colossal Bundle so I guess I'll try how it runs on my PC first.
Also I haven't looked into it yet what the Content creator packs do and if they are useful for normal players as well. Not to sound greedy but I think I'd rather have one of the missing real DLC which add game mechanics instead.

I'm pretty sure the content creator packs are only visual building etc styles that were made from modders( which most are still free) but they decided to monetize some into theme pack dlcs basically. The modders get paid something or another.
tl;dr - just like the radio dlcs, completely optional. Visual instead of audio.

I checked one of them out earlier and apparently they do have special variants of service building that are already in the game (at least that one had) like Hospital without ambulances, large crematorium, small university but as you said nothing you can't do without or which doesn't have a counterpart in the base game.

Some "big" DLCs are missing : Sunset Harbor, Parklife, Snow Fall, After Dark, while the previous bundles for Europa Universalis IV and Crusader Kings 2 included all of the major DLCs, for 17$ (EU4) and 15$ (CK2).
But it's still a bundle less expensive than a direct purchase on Steam, so yes, it's "worth it" in a way.

I bought both previous Paradox bundles because I like both series. I apparently already have the Cities Skylines base game and the After Dark and Parklife dlcs as well so it sounds like Tier 3 should be the best option for me. I am still somewhat hesitant since $18 is a bit high for me for a genre I am not that fond of.

I only have snowfall and mass transit and of course core game. Bought T1 on lowest BTA for one dlc and a game to GA here, and I will think about increase to T2, but it is unlikely. Price for T3 looks too high. This is/was best city builder (played a little outside steam) but still need to play and it will not be very fast :/.

Not worth it in the sense they are currently available somewhere else cheaper or in the sense at that price I'd rather not play them at all?
Just curious because I started playing Cities Skylines on PS4 last week (Green Cities, Big Game Day and Nightlife DLC included) and so far after roughly 10 hours I'm quite enjoying it.

I have the base game and have played it a bit, but not recently and I don't plan to pick it up again in the near future. That's partly why, but also because I'd probably only get Green Cities and possibly Campus if I were to buy DLC, and I could get those two much cheaper than $25.

I see. Well, the game doesn't look particularly graphic intensive on console but I'm not sure how well it would run on my PC. Pretty sure I have several keys for the base game from older bundles so I guess I'll try it out first and also check what the complete Collection goes for these days. Afterall I still have 2 weeks to make up my mind.

I suppose you own a lot of Cities:Skylines DLCs already? Seeing your comment, I've checked, the Collection is still €116 for me, so even with 80% off (and I don't think it'll go that low) that be €23 for me. Still not worth the T3 to me though, considering I already own Industries and Green Cities from their previous bundle.

Actually no... I own only things that has been bundled, except european and green. Currently the price is 282 BRL, which is something around 52 USD. When sale, this collection was registered as 59% which is 21,32 USD. This may vary a little because this collection increases price when something is added. So, if I consider that I have to pay 6% taxes and dollar will increase like it is increasing lately, this 18 USD will easily reach the sale price tag when converted to my currency... Maybe a dollar less. Considering the collection is the whole thing, it is way better to throw this money on Steam and get the collection on sale. If you consider Argentina prices (one of the weakest currency overall on Steam), the user can buy this for the half (maybe a little more) of every price tag I said here.

Depending on which DLC you want, there might be a better deal on wingamestore (e.g. Mass Transit). Also, last time I checked gamebillet still didn't support Paypal, so I'd actually prefer wingamestore even if it's slightly more expensive. T3 could still be a good deal depending on what you already have and if you can't get that regional deal for the Collection on Steam.

But to be honest I started playing on PS4 last week because I got the base game and Green Cities DLC for free and even at the early stages of my city I'm beginning to wonder how you're supposed to keep pollution in check without Green Cities.

I used that European style map with the big bay and the cliffs for my first city Salzklipp and as I found out later through Google apparently that map is particularly problematic when it comes to water pollution since the water in the bay is almost completely static and pollution just keeps piling up and up because there is no waterflow to carry it away and thus pretty soon my citizens started getting sick because eventhough my waterpump was on the opposite side of the bay than the sewage drain the whole bay had filled up with crap and it started pumping in toxic water.
I wouldn't have thought of it myself but luckily that thread recommended simply putting a couple of watertowers on the cliff far away from any buildings that create pollution and so far that worked great. I didn't think they'd supply enough water but at my current city size they completely suffice until my town grows enough so I can build a water treatment plant and those rounds thingies that collect junk from already polluted water.
Land pollution wasn't really a big problem so far but I did switch from landfills to recycling centers anyway the last time I played just to be safe. (also it suits the theme of the city I'm trying to build)

With sc I don't have a feeling to be ripped of. The basegame without any dlc is already kinda big and gives a lot of playtime and with every dlc they also add new stuff to the game for free.
Plus there is the workshop that adds more stuff for free.
Citybuilders are still some niche games and to support a game like this that long still costs some money.

Paradox Interactive hardly ever has decent sales for their DLC (they mostly hover around 50/60%). So it's arguably a good deal if you don't own any of the DLC and enjoy the game. But I agree that Paradox Interactive mostly uses their DLC to make profits, sadly they also have some good and enjoyable games.

I believe this crap with unending DLC's will be one of the standards of gaming...... Easy money. There will always be those who can afford to pay 3 times the price for DLC's that contain pretty basic stuff that should have been in the base game.
Good example is Dirt Rally 2.0. Aftar not having DLC's in any of the games they put some 20 cars each in DLC for 2-3 eur a piece and you even have to buy stages separately each for 4-5 euros. And they had 3 or 4 game editions, starting from 60 eur going up to 100+
Still people keep buying and saying that devs and publishers need to make money. I support that - creating new content isnt a charity.. But this just seems exploiting DLC's a bit too much
They announced the new Dirt 5 coming out in autumn. We havent even seen the gameplay video (just some promotional videos) and they already have announced different versions with different content and they already have god damn DLC planned for after base game release ..... what the hell - make the god damn fucking game in the first place instead of pumping out DLC's even before release.

Fuck it! I didn't own any of these DLC for the game, seems like a realyl nice value. Sad point is that Cities DLC are really expensive compared to the content that includes.
