That's a different kind of bundle. The bundle list is generally for games that have appeared on a "name your price" type of bundle or have been discounted over 95%.

Maybe they don't count as "bundled" since it's on a Steam sell and not a bundle site?

I don't think it will be an issue for those packs. The Celebration TrackMania thing had a priceglitch, but only the pack and not its contents. So that one should be safe. LucasArts pack was -85% off or something which gave it a higher enough discount in Russia to hit the 95% rule. .Since it's not available in my country I can't say something about the games in it.
Just double-check the games if they are discounted at 66%-75% or higher because then chances are high that it hits the 95% in Russia (when converting Ruble to Dollar)

yes, if the (bundled) pack gives less cv than at least one item inside it.
