I may just be on crack or this is a good idea
Create a separate category similar to contributor private and group giveaways that keeps tracks of who wins and adds who wins on a blacklist so they can't win again from those type of groups. Call it a losing streak group that way people who never win anything have a better chance.

If you want to increase peoples chances even more make it so you have to have 0 wins to enter.

or have a group category like contributor where you control how many comments that person has to make in the forums and you could combine this with contributor etc etc

That doesn't sound like a very good idea... I would, however, like a blacklist for leeching assholes (not calling leechers assholes, but I'm talking about those guys that act like complete douchebags and don't do anything for the community)

Personally I would love a blacklist feature, every user can add/remove people from their blacklist.
Those on the blacklist can't enter giveaways for the owner of the list(s) their on.

Would be a nice way to eventually weed out abusers/ass hats.

groups wouldn't be the same. Having a site category allows every person who hasnt won a game yet to have better chances instead of getting lucky and joining private giveaway groups that only help a select few of the SG community

Also spoofing a IP address couldn't work because you have to have 50 USD or more in games on your steam account. Just isn't economical for someone to try and cheat the system
