The Humble Monthly page has always shown just the base game.
The banners of the GAs on this site are the blue ones for the 20 year celebration, but the monthly bundle has always been just the base edition without DLC. The reason for the discrepancy is because Steam no longer sells just the base edition of the game, and will redirect you to the 20 year celebration edition. So, when Steam Gifts requests the banner from the Steam API for the base game, it gets the banner for the 20 year celebration.
To make things even more confusing, when Steam Gifts requests the banner for the 20 year celebration, it gets the banner for the deluxe edition instead.

Blame Square Enix. The official image for the regular, non-"20 year celebration" version of the game has "20 year celebration" written on it.
