Request New Winner

Hello, I made a giveaway for Trine 2, And added the winner on Steam, But it seems like he ignores me. So I asked for a new winner and sent a letter. The "Send Gift" changed to "Requested New Winner" and it was fine. But then it changed back to "Send Gift", So I send the letter again, And it switched to "Requested New Winner" again, But it came back to "Send Gift", AGAIN.
What to do?
