It will probably take a long time before Metro 2033 will be giftable again, if it's ever even going to be available for gifting again. Just look at Dota 2, it's still removed from the list. People might still have piles of spare keys tucked away, and the instant Metro 2033 is made giftable again, SG will be flooded with them yet again. So yeah, don't expect to be able to create Metro 2033 giveaways anytime soon.

If your Metro 2033 copy is not from Nvidia/Facebook but a copy that is in your inventory or you have a retail key... show some prove to support and if they let you, you can make a giveaway... simple as that.
