I like the grouping you're offering. I'd suggest that France be stuck with the southern europe group just to make the groups more balanced.

Thing is, culturally, France (and Ireland) shares traits with the Germanic countries and it shares traits with the southern countries. France is also a bit of a mix.
Itt has the Basque, which are culturally closer to Spain, Provence that has more in common with northern Italy, Alsace/Lorraine which is part-German, and Normandy with its strong English influences. Burgundy was historically aligned with the low countries, though that is more apparent by the cultural divide of Belgium than the other way around. It would be too simple, and woefully inaccurate, to say that the alp region is like the swiss, but there are traits shared across the border. Brittany shows its strong Celtic roots, which it shares with Ireland.
If we look at a more economic perspective, France shows the industriousness of northern europe, and the joie de vivre more common in southern europe. politically, it also shares traits of both, but I don't want to insult, well, everyone, so I won't mention it here

I like this grouping although I' m missing Cyprus. Problem with such large groups is however how to get them all covered in more or less in one quiz. So you have to either blow the quiz(zes) out of proportion or trying to find shared traits.
In this context the language assignment may be useful. This could make for an either pretty interesting or evilish difficult puzzle. You could also try to group them by cultural traits. However, Europe is pretty diverse .....

If you're okay with my boring puzzles, like the one I made for science event (too lazy to think of anything creative), I'm willing to take Nordic stuff or Estonia ( possibly both if you go by dingbat's B suggestion) but if Estonia gets added to East, I'll not take that because I don't even know where to start. Slavic culture is way more different and foreign to me than Nordic.

It really is unfair that the baltic states get comingled with the slavic countries. Linguistically it may be similar, and during the cold war they were part of the Soviet bloc, but historically the Baltic States were much more closely alligned with eastern Scandinavia and northern Germany

I only had a handful of people interested in doing a 30 puzzle designer event on Countries, Continents and Oceans.. So I've dropped the idea of doing a large many puzzle designer event and will be making the next one mainly by myself. I would, however, appreciate a few who want to help me with the project I'm working on now.
The theme will be World Landmarks... And instead of quizzes about the landmarks it will be a hunt for them using latitude and longitude... Recognizing the landmark from top down view using google maps, recognizing the landmark by photographic frontal view and then matching them with icons in a game matching landmarks and icons...
It will be a LOT of fun, highly educational and a fantastic seek and find event. I'm doing a lot of fun games to crack hidden ITH links, and to get access to hidden GAs.
IF you are interested in helping me put together this project then let me know here... Also I will need many GA contributors... I have about 400 bundle games to add to the event but would be interested in more bundled and also non-bundled for higher parts of the pyramid climb.
Goal date to go live: MID-August
Goal for finishers of event: 80
Goal for GA amount: 600+
Goal for comments in Thread: 1800
GA level for bundled GAs is Level 2, non-bundled varies from 3+ (so if you're at a low level now... Get busy upping your level!)
