certainly is possibly, however pretty unlikely

Am I able to play the games?

only while you are in the countries that it is registered/region locked too, or at least only if you VPN in as if you were in those countries.


all that said though it is in fact against steams terms/policy and very well could end up getting your account banned. (not extremely likely though)

Actually a LOT of people redeem Games not from their Region and they never got ban.
Even Region Lock Game Content example: FFXIII and FFXIII-2, SEA Only get JP Voices but no English. If you trade for a ROW Key or Gift you can get both Voices.
Heck even Ghost in the Shell is Region Store Block for SEA but people bypass it with Redeem Keys months ago from Humble Bundle.

i know, but it does not change the fact that it is technically against steams policy and they could one day get fedup with it and decide to go on a mass banning spree. they change their minds more then a child with adhd. ^^

better to give the facts then to just say other people have not been getting banned.

But i think valve only cares more about money. I think the real ban reason would be something about Redeem keys mainly from Black Party Sites.

i do not like to think personally, i perfer speaking in fact.

op asked if they will get banned, i said it was unlikely (the part i agree with you on) however it is certainly a possibility (possibility meaning it is in fact against the terms, therefore it is in fact possible).

are there even more appropriate things i think valve should ban over rather then this? sure

but facts are still facts.

It depends on the game. Some games you can activate and play, some will tied to your account but you won't be able to play them outside the said countries and some can't be activated at all. This whole thing is really messed up.
