Normally, you have a random chance to earn diamond keys through the vault cards and vault cards are only available if you have the Director's Cut DLC.
I don't know if the diamond key you get from this code let's you unlock the diamond vault without the DLC.
Items (weapons, shields, grenades, mods, artifacts, decorations, skins, trinkets) can't be equipped if you don't own the DLC in which they were released.
If you can't open the diamond vault, maybe the key will just be stored in your inventory? If you don't own the game maybe it will be stored in your Shift account if you have one?

The code puts a diamond key into your Shift account mail that you can redeem in-game into your inventory. So you can bank it into your shift account for later use if you don't own the game. Same as all the other codes, you can bank them for later.

How do I use Borderlands 2/Borderlands Pre-Sequel SHiFT codes?
There are a couple easy ways to redeem Borderlands Shift codes for Golden Keys and other in-game items.
Online: Go to Shift.GearboxSoftware.com and create a free account, or login using your Steam account. Once you link the Shift site to your Steam account, go to the Rewards tab and copy/paste a key to redeem it.
In-game: Go to Main Menu > Extras > Shift Code. Once you're on that menu, you'll see a list of previously redeemed Shift codes. Click the Shift Code button at that bottom of that window, then paste in the 25-digit Shift code. Done!
Borderlands VIP Program Codes
This is a Program set up by Gearbox to reward players who have a vested interest in the community. Go to https://borderlands.com/en-US/vip/ to log on and start earning points!
Do activities such as watch announce trailers, go to the Official Borderlands Twitter, Facebook and Instagram to get points. Redeem those points for rewards which are currently only golden keys for borderlands 1 and 2, and some wallpapers. Skins, heads and possibly weapons will be added at a later date, to be determined.
PLEASE NOTE: Season 1 Rewards WILL BE AVAILABLE during other seasons.
You can redeem the codes by going to borderlands.com -> INSIDERS-> REDEEM CODE.
Note: for the content creator codes, you can only do 4 (four) of them. Also, the creator codes can only be redeemed every 22 days or so.
