I don't think Magicka is region locked, I doubt it's the gifter's fault

If you read the FAQ it's not hard to know which of those suggestions are good/bad.

1) No re-gifting (it will get you suspended)
2) No gifting of region locked games

So as others have stated before, you should either
a) contact support and have them remove the giveaway you won
or
b) wait 7 days and mark the giveaway as "not received"

In the meantime you should un-check the "received" box for that giveaway, because if you have marked it as received and it's not in your library, you will get suspended (because people will think you traded/gave it away instead of activating it)

It's the original giveaway creator's fault for giving away a regional locked key.
You might also want to contact support for further instructions and you could also tell the original giveaway creator to give away the key to a friend that can use it, since it's of no use to you.

Do not mark it as received and report it to us in support. Do not re-gift it.

there is only one why to go about on this and that is to mark it as not receive and do nothing with the key, although you may want to contact the giveaway creator first to see if it's just a mistake.
