There are not an infinite number of steam accounts. The bans per day would quickly slow.

When a final solution is employed, the massive number of bans should not be a longterm concern.

I had to do this a few times as well....

I am guilty of winning a giveaway like 8 months ago that was DLC for a game.(It didn't say DLC nor did it sound like DLC...)

But things that say DLC/look like dlc the person really shouldn't have any excuse...

I entered giveaways for Borderlands 2 DLC (That Torgue one) without owning the game on Steam. It was kind of a complicated situation on my part - I actually did have a physical copy of the game, but I forgot to activate the key before I went home for winter break. So basically, I entered the giveaways, then got my flatmate to email the key to me the next day.

But yes, I am quite annoyed with the situation. I sent in a support ticket to make Anno 2070 DLCs only enter-able for those with the base game back in June, I think. But it still hasn't gotten fixed yet.

BTW, in the picture, you said you sent the gift to someone you asked a reroll on :P

It does not say DLC on the store page for the package, either (I admit, you can already see the "DLC" in the small preview of the content).
You have to view the individual contents to see the requirements.

I am suprised the system actually shows DLC giveaways for games not owned. A few times I have opened one by accident, it has told me I don't own the base game, so why show at all? Still there have been a few times it would allow me to enter if I hadn't remembered to check first.

Steamgifts can only use the information that Steam offers about its users, and Steam is inconsistent in how it treats DLC ownership. Some DLC is included in the Games list and some isn't. Some games will include some DLC and exclude other DLC.

You can look at your Games list in your Profile (not your library), or just look at Steamgifts sync page, and see what DLC is listed and perhaps notice some other is missing. Magicka, for example, includes its first 8 DLC in the Games list, but excludes everything released after Vietnam.

I'd guess DLC was never really meant to be included in the Games list. Steam probably should have had a separate DLC category, or at least a filter tag, for profiles.

Edit: Thinking about it, Steam is just inconsistent in general. I just remember that if you get Borderlands 1 GOTY, the last two DLC automatically activate on purchase, but the first two DLC require you to enter separate validation keys. (This sticks out in particular because the key entry has been messed up since GOTY came out. It is supposed to appear when you try to transfer to the DLC areas, but for some people the window never appears and the game just stays permanently in the loading screen. Those people have to go into the program directory and run the DLC validation programs manually.)

On top of that, entering is fairly easy. For example, I use a steamgifts app on Android, found out that you can join giveaways for DLC I can not enter on the site. :S

Edit: hmm, now that I test it again, seems that it's fixed.

I always check with Steam store to make sure it's not a DLC if I'm not sure, but it helps if you say so in the description. I'm guessing you did, and they didn't care?

Quite sad... but to be honest I didn't expect anything different... I guess stupid people will be stupid. -.-
And like Raiden said, if they started suspending the many MANY people who enter for DLC without owning the base game, support probably won't get a break from having to dish out suspensions and then having to hear from the people whining about it. :/

i dont think so... Ofc you should ask the winner if he knows that was a DLC, but some people have non activated keys and such for some games (since they dont wanna play it yet and a trade offer can arise) and will activate the game if they won the DLC.
So, enter a GW for a DLC isnt a offense per se, if you dont redeem it, its a different matter
