Most countries and retailers only have the quad-core S4 though ;)
Also it's not an octa-core it's dual quad core.

Do not buy a smart phone. You are more likely to be spied on and have personal information stolen from you with one of them so called smart devices.

Smart phone or dumb phone, they are spying/collecting info from both. And its not just the US government either.
I'm not going to put any vital info on it. I really have no interest in surfing websites with it. I'm not going to store important passwords on it. I'm not going to use it to buy stuff.
Its pretty much going to be used to play some games while I'm on a bus or in the passenger seat of a car or in doctors office. Listen to music, check the price of an item I want to buy. Figure out what song is playing. Keep a list of items I need at the store. Take pictures and videos. Use a as calculator. And even rarely, call people.
Basically I will be using it for everything other then as a cell phone. lol

I had both phones and I can tell you that the S4 is worth it over the S3.
First of all, the build quality is a bit better. The center button is way better.
I, for one, don't like the Note3 because of its large size.
As for the scratch resistance, you can easily check YouTube for videos, there's surely a guy with a knife scratching the sh#t out of the device.
I use AirDroid for the Drag-and-drop-experience-program-thingy-app-INSERT-RANDOM-THINGS. It's incredibly useful.
Good luck.

go for the S3..totally okay..have it too and the S4 is not worth the extra money

If it's only a $75 difference, then the S4 is definitely worth the upgrade. I avoided the S3 mostly because I felt the version we got in the States dropped the ball, and nearly bought a Note 2 as a result. But, the S4 pretty much nailed everything I wanted (screen, performance, aftermarket support, camera, expandable storage, physical buttons), so I went with it. As a start, though, there's a ton of bloatware that comes with the stock ROM, so I highly suggest rooting it and installing something new.
For your questions:
-You can drag and drop files, though it isn't as nice as it used to be. Before you could mount your SD card like you would mount a flash drive. Now, Windows sees it as a media device, so you can still drag and drop, but it's quite a bit slower. Whenever I do large transfers, I just copy directly to the SD card with an SD reader.
-Music while playing a game can be done. Don't think I've ever had an issue where that didn't work.
-This is tough. If I'm using the phone moderately, it will last a whole day (well, from when I wake up to when I go to bed) with about 20% remaining. This is with an hour of talking, lots of streaming, lots of web browsing, Bluetooth constantly running to a wireless headset, some document editing, all switching between WiFi and HSPA+. If it's lighter usage, I can still have 50-60% left at the end of the day. Now, when the phone has both Pandora and Torque (an OBD app which reads data off your car's ECU through a Bluetooth adapter) running side by side (that means both on the screen next to each other) with GPS navigation running in the background and is paired to the car's stereo for audio while occasionally receiving a call, the battery will be toast in about 2-3 hours. So, it's all about the usage, but the battery life is definitely better than my previous Android phones (no match for my old BlackBerry, though, but then again, nothing is).
-In theory the screen is very scratch resistant. But I didn't want to take that risk, so I bought a high quality screen protector that doesn't have much of an effect on the screen's quality. Still a slight effect, but not too bad. Fingerprints are pretty bad, though.
-A case with an extra battery might not be a bad idea, though I've never really needed such a thing. I like my cases to add a little bulk while protecting the phone and offering a kickstand, so I have a Minisuit (took me forever to discover it).
As for a good forum, XDA is where I stick. You'll find that there's a lot of neat stuff you can do with your phone there. :D

I'm considering changing from a home phone to a cell phone and have been looking at a few of my options.
I've narrowed it down to a Samsung Galaxy S3 or S4 mainly due to price. The S3 is 0 dollars above the tab while the S4 is 75 dollars above the tab.
I want to know from people who have used both if the S4 is worth the extra 75 dollars up front or not.
Please note I have never owned a cell phone and have never used a smart phone.
I am interested in it for a few reasons. To save money, to play games and music on while traveling (not often but for at least 2 or so hours at a time). There are a few apps I am interested in using such as the one that reads QR and Bar codes, the one that identifies music, one that send out an email or something now and then (like on start up and maybe when unlocked or when ever I went) and I'm sure a few others that I have not thought of.
A few other questions I have are.
If I have it connected to my computer either via wireless or USB can I just drag and drop stuff onto it instead of having to have some silly program "sync" everything up?
Can I play music while playing a game?
How long does the battery really last with real world use?
How scratch and finger print resistant is the screen?
What kind of case should I get for it? So I consider one of those cases with the extra battery in it?
I know lots of questions, and I will be asking the people at the desk too, but they usually try to get you to pay more that way they get more money. So I would like to hear from actual users.
And yes I know this forums is mainly for gaming but hey I figured I would ask a few different places.
Anyone know a good forums for cell phones?
BTW I'm in Canada if that makes any difference, and I might add a giveaway later if enough people give me decent answers. :)
(Edit 1)
For those suggesting other phones, thank you but the S3 and S4 are the 2 I'm considering.
There is a Galaxy Note 3, but its 200bucks more. I might be able to swing the 75, but the 200 is certainly out of the question.
(Edit 2)
Looks like I forgot to finish my thought on the e-mail one, I meant to say an app that would sent out and e-mail, or text to another phone or something with the phones GPS location. Reason I want something like that is because I am a little paranoid of it being stolen.
(Edit 3)
Keep the info coming if you have something to add that hasn't been said or want to +1 someones comment or what ever.
As as I said, heres a little thank you, 2 of them actually for all this info it is going to help me decide if I should spend the extra cash if I can.
