They are locked to activate and play like steam gifts?

Regionlocked means you can not activate the key outside the region it was created for.

some old games have onlyallowrunincountries parameter, but after 100 days it gone

But i saw in web examples that the game is listed as blocked in steamdb and people was able to play the game in first day even without vpn….

Ex: RESIDENT EVIL 7 Pre-Purchase (Key-Only BR/RU/CIS/CN/HK/TH/MO)

Another doubt is that the steam keys that have region lock unlock after 3 months...those games allow transfer the files in these 3 months?
