Optimizing to a specific hardware always works wonders

This - but note the tv blurs the screen so lower resolution looks smoother but it's actually average quality compared to the computer monitor. Since it's specs are set in stone, they can optimize the game to it... making it cheaper and easier to do. However, PC can perform at around 10x quality / 3x texture resolution better than the console, nor is it limited to disk space, cpu, graphic card, etc. As for GTA 4, it's a badly done port with better textures, but it's a memory and graphic card memory hog (just like Windows Vista)... get a faster graphics card with 1.2GB or more memory and suddenly it unlocks the texture sizes, most the issues and glitchs goes away and it runs smoothly on high resolution (your'll be shocked and think it's an entirely different game seriously). Also, that game is buggy as hell, so needs patching, it also actually runs smoother ripping out the security, microsoft lagware, and social network (aka the cracked version works better than the original)... major problems since microsoft took over the GTA series!

Xbox is made for one basic purpose, to play Xbox games and everything is optimized for that. PC games have to cover a lot of specs for high and low end machines and most are CPU locked to one thread anyways, so they will never use the full potential of your PC.

aw man, i feel now like swithing to xbox 360 gaming. But controllers for me are really hard to use :(.

Xbox is designed to run all its games as smoothly as possible. Optimized that way. All computers have diff specs.. Also when PC gaming you have the option to turning down graphic options if you want it to run smoother.
Im a Gamer. WHat I meant by that is I play games on multiple platforms. I love my Xbox and I love my PC. To me the preference isnt how pretty it looks on either, its where I want to sit my butt down to take a load off to game. Mostly my Xbox gets picked as I can sit on my couch and big(ger) screen TV.

Nope. The computer physically wouldn't operate without windows running (assuming you are on windows). Operating System, it's in the name. O.p.e.r.a.t.i.n.g. it makes the computer operate and 'runs' all the other programs.
From the sounds of things, you might want to look at the rumored Steam-box (or w/e it is called). If it ever comes to light, I doubt the OS will need much processing power.

Because of the optimization. Some (most) games are made to work on 360 / ps3 and are coded as such and then are ported to PC.
Depending on the publisher, the ported games sometimes get a lot of work done on them to run smoothly. Some don't (I've heard bad things about Dark Souls and GTA 4 ports, but that might be wrong).

My desktop is technically more powerful than my XBox 360. While it runs Borderlands (1) WAY better than the 360, it's about even with Skyrim and (oddly) falls short on Sacred 2. There are a lot of things to consider, including optimization. My laptop, however, is far more powerful than either my 360 or desktop and runs Skryim (and Borderlands 2) beautifully.

When you have to write a game that works on one set of hardware, with very very few variables to do with it, you have a lot less work than checking a windows game that can run with absolutely billions of different hardware configurations, you have to allow for legacy hardware, an OS that is made to do more than just play games and a varying number of input devices.
The biggest problem however is that windows is huge. it has to do what the vast majority of people want it to do and that is rarely just "play games". the xbox OS has one purpose (well, primarily)

optimization dude, Rockstar rushed the PC version of GTA IV to make a quick buck, GTA IV is the worst PC port in history, I am surprised it was even allowed onto steam.

yh prototype 2 is pretty bad too, but at least that has somewhat of an excuse since radical entertainment got shut down and activision released the game anyway even though the port wasn't complete.

I've not played either GTA or Dark Souls, but I've heard that in comparison to Dark Souls, GTA 4 is fine. (that could just be the rumor mill workings though.)

dark souls is a bad port but plays fine if you just use a controller. The framerate is locked to 30fps and the textures are only 720p but it is still playable without too many issues. With a small mod it runs at 60fps with 1080p textures and removes some screen tearing though so its not that bad really.
GTA IV on the other hand is almost unplayable in most circumstances, you need a powerful rig just to get it to play at lowest settiings and run it smoothly and even then it will drop below 30 sometimes. It took alot of tweaking for me to get it to run at max settings (which still looks like crap) and my rig can run significantly more advanced games.

GTA IV runs great on my PC, even at max settings.
The game isn't exactly a graphical marvel to begin with (though I think it's graphics are fine), you can only improve the graphics so much between platforms. The game is much, much more pleasant to look at on PC than console... even without mods, and isn't that kind of the point? It is a 4-5 year old game. Cut it a little slack.

Lol sorry just went on a little rant there, yh the graphics aren't that bad especially for a 2008 game, It's just you would assume they were gonna be amazing if it was so demanding (well for me at least, every PC I have owned doesn't like it haha).
I was a little annoyed after I saved up for a year to buy a new pc to play it with mods and the default base game didn't even run well, even though I far surpass the system requirements.
What are your distance settings btw? I had to turn my detail distance from 40 to 20 to get it to run near 60fps

Yes for Saints Row 2, it's a far worse port than GTA IV, but that doesn't mean GTA IV is a good one ^^

Think about it, there are only a handful of variations to Xbox 360s meanwhile, try and count the variations to people's computers, not just Macs, PCs and Linux computers either.

Because GTA IV is probably the worst PC port and Xbox 360 doesn't run the OS in the background like Windows does. It just runs the game and the xbox overlay thing. (I believe)

Quite true. I would love to have DMC3 in my library, but I would end up always playing my ps2 copy in a emulator, that manages to run way better and with better graphics.

GTA IV was one of the worst console ports and is the only game that uses 95+ percent cpu usage on all 4 cores all the time. Your PC does NOT have higher specs than an Xbox 360, is the main reason GTA IV is sluggish for your PC. Xbox 360 has a 3.2 GHz tri-core cpu and approximatey a HD 5550 gpu. You have a 2.4 GHz dual core and HD 5450 gpu.

Also GTA V was not offically announced for PC because it most likely is still using a cpu hogging engine. This would fit in nicely with the rumored 8 core next-gen consoles.

I have 2.4 ghz processor. It pisses me off i cant even run gta 4 at lowest settings without it lagging while of xbox it runs so smooth it confuses the crap outa me.
