As stated in the topic, this game received 4,294,967,296 entries. Not even possible. What happened?

Someone is rigging the system and giving themselves 4+M entries to make sure they win the giveaway.

Meanwhile 99% of the site claims it's a known bug.

Hmm... the wonders of integer overflow in action. Presumably, this particular bug would happen when something leads the system to register that more entries have been withdrawn than added. This would result in a negative number of total entries, but the way things are programmed apparently can't allow that value to be negative, so instead it wraps around to the highest possible 32-bit integer (4294967296, or one less than that if you start counting at 0 instead of 1).

Incidentally, back in the good old days of 8-bit video-gaming (like on the NES), a ton of cheats used to rely on convincing your game that there was a negative total of something (lives, HP, whatever) so it would wrap the total back to 256 (the highest 8-bit integer).

Is this a drinking game yet? We get one of these nearly once a week.

And has SteamGifts learned to sign its variables yet?

Yeah, -1 entries with unsigned variables leads to strange things. I'm not sure why we're getting -1 entries though.
