I thought this was a respected franchise. But now it has first been bundled, and it is now 90% OFF ON STEAM!! (that never happens I swear...). It's not even an old game...
What is going on with it?

one of two things.

1) The developer is in desperate need of money.

2) They've already got a hell of a lot of profit out of the franchise and want to promote it to get as much out of it as possible in order to get marketing exposure to their next projects.

Developers want money, that's going on. Either they wanted Steam to make that deal once the games were already part of HIB (since a lot of people didn't know about it) or Valve wanted to join the bandwagon seeing they don't get that much sales due to HIB so they asked Remedy for bigger discount. Or something else.

That Steam discount is crazy low, but it's still more expensive than the Humble Bundle price. I bet Remedy Games is looking for some fast cash for some reason, maybe struggling to fund whatever they're working on right now.

Probably putting it so far on sale because of the bundle, people can get it cheap anyway may as well let the ones that dont do the humble bundle get it as well.
