Is Rome 2 the worst total war game so far?
Spot on, Rome 2 lacked ambition imo and the dev. visibly cut corners during development like fleshed out skill trees and family trees making it a dull experience for players familiar with older titles especially during the late game.
Empire's whole issue was being too ambitious while building the game on a new engine leading to so many bugs that the devs would never get around to fix, but overall still a really good experience.

First impressions are important, and when a first impression is as bad as that which Rome 2 gave, it's no surprise people did not give it a second chance.
Also, I really wish they would improve the AI at some point. I got bored with Rome 2 pretty quickly because the AI did not seem to have improved since prior games, which had really bad AI.

Last time I played the game, it still had some bugs. It was not a broken mess, but it was at about the level it should have been on launch (rather than a few years after launch).
As for the AI, while it is indeed bad in Warhammer, I found it to be less of an issue in that game. It's still less predictable in Warhammer, due to all the other elements that stir things up, while in previous Total War games, it was super predictable, and that was its main problem.

Shogun 2 probably had the most problematic AI in the series, due to its complete inability to handle siege battles.
I've played all the total war games, except for Attila, and their AI has always been pretty bad. And it's in the battles that I find the AI to do the most predictable moves, which makes any form of shock cavalry completely overpowered, as flank moves are too easy to pull off.

I don't think Rome 2 is the worst TW game so far. I believe it was the worst TW release (maybe Empire TW was worse? I can't remember), all buggy and broken, but they fixed it with the Emperor Edition.

The Creative Assembly the developer of the total war series is offering 1 free piece of DLC (out of 3) to anyone that already owns Total war: Rome 2 from their total war access platform (which totally isn't intended to collect your data so they can spam you later) in anticipation of the upcoming big update that supposedly overhauls some of the base game's mechanics.
You'll need to sign up and can only pick 1 out of 3 which is activated by giving the site permission to redeem keys on your steam account to avoid reselling, the titles being offered are:
Total War: ROME II - Wrath of Sparta Campaign Pack
Total War: ROME II - Black Sea Colonies Culture Pack
Total War: ROME II - Nomadic Tribes Culture Pack
