It is not region locked

If you've bought a game and it became region blocked, you can still play it. I have 2 games in my library which are not available in my region, but I can play them.

Are you going to create a thread like this for every game you plan to buy? Why don't you do some work yourself and figure it out?

russian pre-order has different dlc's, so maybe its locked

It will work only in Russia and Mordor.

what about russian game site steam key`s? There is text about SNG and region restriction, but i can still activate them and play them...

Go for Ukraine version, that will be safest way, I guess. It's for $22.50 , so it's more or less same price russia have (not sure about exact exchange rates, but 630 rubies is around $20), and Ukraine version have same ID (14680) as European version. US version have different ID (14815), but that's probably caused by different DLC they give as bonus. And Russian version (15335) have same DLC as Ukraine and European version, so there must be some other difference.

It is against Steam ToS now to buy stuff in not your region. If you want to check if the game is regionlocked, get yourself a CDR viewer and scan the subscription IDs for the name of the game. If none of the subIDs have "onlyallowrunincountries" key, you're in the clear. But it can be added at the last week or so, preorders are tricky.

It has not a region block in Germany so will not be in any country then : D dont worry :D
