im going to buy a new laptop with Intel Core i7-4500U,
when i went to "can you run it", it says that on the recommended specs you
should have QuadCore 2.0 GHz.

the Core i7-4500U is 1.8ghz that could be oc up to 3.0 ghz.

will i be able to play it at the recommanded settings with out oc it?

Personally, I think it's of more use to simple learn how good your PC is, and what it can handle.

Of course you can run it, if i can run it on Pentium 4 and 1 GB RAM then you can run it even on the integrated video card of that i7-4500U which is a beast.

Your new CPU will AUTO-overclock at 3 GHz the second you start the game. It's called "Turbo frequency" and it is auto activated whenever you play games or watch HD movies. The normal 1.8 GHz frequency is for power savings (low temperatures, longer battery life).

The only "can I run it" site that I use. Used it to check if I could run games on a computer before a built it. It was right, I can run them :D very useful site.

i have a pretty crappy laptop and worse spec than that and i can run skyrim and dmc just fine i think you will be fine as well.

If by Medal of Honor you mean the previous bundles 2010 version, you probably can.

I get a solid 15-20 fps on lowest possible settings with a Core 2 Duo 2.2GHZ and 1GB of VRAM, so you should be fine with that i7.

I ran MoH 2010 on my old Lenovo T500 which had something like a Core 2 Duo 1.7 Ghz, 256 or 512 VRAM, and 4 GB RAM. I doubt I maxed the settings but I don't think I played at lowest since I don't remember it looking to shabby.
