Not really, that is sort of elitism since not everyone can actually buy anything online. Also this way of thinking is against the idea of giving.

I think there should be a monthly minimum to stay in the site and if you don't meet the criteria you are unable to access it, much like private groups.

There are people who just can't allow themselves gifting games paid with their own money. Gifters and the site founder do realize it, and that's the reason there are still "free" giveaways here. So now there is free choise and people can choose to giveaway games to whomever they want.

People will set whatever amount they want, if any, since this is an option. Leechers? Look at my profile and statistics. I won HIB4, then I created two public giveaways encouraged by my first win. Look closely how "lecheerous" they are.
