That's for you to decide. Usually trains are not made public (there's no need for linking from one to another in public giveaways)
Since private giveaways only can be accessed with the correct link, trains are a nice way to connect private giveaways one to another.

Normally people make them private so that only people who enter the thread can enter them, but each GA creator has its own freedom :3 thanks a lot for the GA though!
