Hey,

So i'm about to give a portal 2 CD Key out, as i had bought it on holiday in India but when i got back to the UK i found out it was region locked (There was no indication on the box that there was a region lock). So after multiple attempts with the Steam Support Team to help me on this, I decided i'm just going to give it away as there's no real point, but i have a few questions:

1.I need to somehow make sure that the person that wins it WILL actually be able to use it, so its kinda limited to people living in Asia (India), any ideas on how that's possible?

The game is currently linked to my account, but unplayable. I've asked the Steam Support Team to remove it from my account and have the CD-Key new and working.

The best solution put this info in description, using UPPERCASE letters, cause people reads it not often as need.

Actually you should be able to activate it under Indian VPN. I know people buying cheap Russian CD keys in other countries and activating them without problems under proxies.

Once a serial is used on a account (as you stated in last line) it cant be removed anymore for re-use even by steam support. You should get another copy if you want to hold a giveaway.

I would guess he wasn't even able to activate it on his account, hence him trying to submit it for a giveaway. It would be quite silly if a region locked CD-Key would be rendered un-useable by this.
